For sale is a vintage 1977 postcard published by The History Co, featuring a significant 1909 photograph of President-elect William Howard Taft and Major George W. Goethals at Culebra. The image captures the pivotal inspection of the Panama Canal's construction progress. Taft was dispatched by President Theodore Roosevelt to investigate alarming rumors regarding the safety of the Gatun Dam foundation. Standing alongside civilian engineers in their whites, this moment marked the transition to military jurisdiction under Goethals' command. Unposted. See scans for details. Printed - PANAMA CANAL POST CARD AMERICAN PROBLEMS Early American efforts to build the canal under civilian engineers directed by a commission were not successful and President Theodore Roosevelt gave the Army jurisdiction under Major George W. Goethals. When there were rumors that Gatun Dam was unsafe, Roosevelt sent President-elect Taft to investigate. Taft and his engineers are shown at Culebra in 1909.
