Waukegan residents voted 459- 62 on Dec. 26, 1916 to establish the district, which celebrates its 100th anniversary Monday at 4:30 p.m. at the Belvidere Recreation Center with an open house, bonfire and fireworks.
"At the district's beginnings, women's clubs and other groups were trying to better society, and the park district was one way to do that," Rohrer said. "They were thinking of creating comfortable places for people to be able go and be in nature, which they said was good for mental health."
They also thought it was the antidote to drinking, which was not good for their health, he added.
"Another part of it was trying to save the beauty of Waukegan" Rohrer said. "The push for a park district really started in the 1890s when Waukegan was really industrializing. So the city was growing, the industries were growing and certain citizens were seeing beautiful places starting to be gobbled up.
